The final report from the Independent Review of Community and Town Councils in Wales has been published.
Jessica Morgan, LEADER Team Manager at PLANED was part of the review panel, which was established to examine the key role of Community and Town Councils in Wales and the challenges they face.
Speaking about the review, Jessica said: “The publication of our report marks the culmination of a rewarding and challenging year. We cannot say thank you enough to everyone who has shared their views and supported us since October last year. Over the last year, we feel we have delivered a truly evidence based review, with over a thousand points of contact with stakeholders including over 800 responses to our dedicated surveys.
“We had over 100 responses from young people and I’m really excited about the report prepared for a younger audience. I hope this report will help communicate what the role of Community and Town Councils is and demonstrate how younger people can get more involved in their local community. Our emphasis has been on how we can encourage and enable change from within, rather than prescribing and imposing.”
It is hoped that the findings and recommendations of the review will help to prepare Community and Town Councils for the future. The findings and recommendations should be taken as a package, all needing to happen alongside each other to have the intended outcome
The final report was published on 3 October, when it was presented to the Cabinet Secretary for Local Government and Public Services.
The Panel included nominated individuals who represent political parties and two individuals appointed through an expression of interest process for their expertise and experience of community and town councils or wider community representation or activism.

Rhodri Glyn Thomas (Co-Chair) – Representing Plaid Cymru.
Councillor Kathryn Silk – Representing the Liberal Democrats.
William Graham – Representing the Conservatives.
Jessica Morgan – PLANED (Pembrokeshire Local Action Network for Enterprise and Development)
Edward Humphreys – Town Clerk for Newtown and Llanllwchaiarn Town Council, and as Clerk to the Council for Churchstoke Community Council.
